PhotoShop CS Stuck on Startup

Every once in a while, PhotoShop CS2 gets stuck during startup. Right when it says "Reading Text Global Resources."

There's a Tech Note on Adobe.com that offers two solutions:
  1. Delete the New Doc Sizes file.
  2. Re-create Photoshop preferences.
The second one usually does the trick.
To re-create the preferences files for Photoshop, start the application while holding down Ctrl+Alt+Shift (Windows) or Command+Option+Shift (Mac OS X). Then, click Yes to the message, "Delete the Adobe Photoshop Settings file?"
